Ukrainian Wheat Oversupply Triggers Farmer Protest in European Countries

Kyiv: Russia blockaded Ukraine's Black Sea ports after the invasion in February 2022; Ukraine is frequently referred to as the breadbasket of Europe due to the huge quantities of grain, including Wheat, it produces. The European Commission established what it referred to as "solidarity lanes" to aid exports in May 2022 out of concern that the situation was endangering global food security. Recently the surplus of low-cost Ukrainian Wheat was able to enter Europe owing to the Commission's temporary elimination of all taxes and restrictions on exports from Ukraine, which has greatly distorted markets in the neighboring countries, according to the farmers' group.

Farmers in central and eastern Europe blamed the negative effects of low-cost Wheat imports from Ukraine, which have driven down domestic prices and impacted local producers' profit margins. According to sources, protesters used tractors to block traffic and checkpoints along the border between Romania and Bulgaria in an effort to stop Ukrainian cargo from entering their nation. Local farmers claim they cannot compete with the cost of Ukrainian Wheat and have asked the European Commission for compensation.

Farmers' top concerns were highlighted as the European countries needed to address the serious effects of open borders and the unrestricted importation of some agricultural products, including Wheat and other gains in the neighboring EU member states. They demanded that import quantities be stabilized to match their countries' capacity to handle the influx of Wheat and other grains. The European Commission's tentative decision to extend the duty-free and quota-free imports of Ukrainian grain until June 2024 sparked growing outrage.

Together with Romania, Hungary, and Bulgaria,  the farmers association asked the European Commission to activate the protection clause on the duty-free and quota-free imports of Wheat from Ukraine. Last month, the European Commission suggested support measures for farmers in Bulgaria and Romania in reaction to the growing protests to compensate for the financial damage from higher imports.
