L&T Hydrocarbon and Engineering has secured the contract for two of the packages of HPCL Rajasthan Refinery, by being the lowest bidder in the lot. The two packages are worth INR 130000 and includes a deal for procurement, construction, and engineering of a mega refinery complex in Balmer. The financial bids on one of the packages were submitted by Petrofac and L&T Heavy Engineering while the other package was submitted by LTHE, Petrofac, and Tecnimont + JGC.

The packages comprise procurement, construction, and engineering services for an integrated refinery cum Petrochemical Complex with an installed capacity of 9.0 MMTPA. TechnipFMC is the official licensor for the two blocks whereas Engineers India Ltd. is the Project Management Consultant. Capacities of the PFCC and DFCU blocks are 2.9 MMTPA and 1.0 MMTPA, respectively. L&T Hydrocarbon and Engineering is a complete subsidiary of Larsen and Turbo. It is an authentic and reliable service provider as it has successfully executed complex packages for big players like IOCL in the past. Presently, it is efficiently working on the HMEL’s-Bhatinda Dual Feed Cracker project.

As per ChemAnalyst, “the upcoming refinery complex of HRRL will provide a prominent push towards India’s vision to become self-sufficient in the chemical and petrochemical market. Additional refining capacity is anticipated to reduce imports, thereby embarking the desired contribution to pull the economy out of the present blues.”
