Enagás Receives Government Approval to Launch H2Med in Spain

Enagás has secured regulatory clearance from the Council of Ministers to commence the formal authorization process for its European Projects of Common Interest (PCI). This pivotal development empowers the company to initiate PCI applications in strict adherence to EU Regulation 2022/869 and the procedural framework outlined by Spain's Ministry for Ecological Transition and the Demographic Challenge. The authorization marks a significant step forward for Enagás, enabling it to progress with its strategic initiatives aligned with the EU's energy policy objectives.

The provisional authorization granted to Enagás Infraestructuras de Hidrógeno for the development of European Projects of Common Interest (PCI) for hydrogen networks marks a pivotal advancement. This authorization encompasses a range of critical functions, including applying for necessary approvals, overseeing construction, commissioning, operating, monitoring, and maintaining hydrogen networks identified as European PCIs. Specifically, this includes the H2Med network, Spain's hydrogen infrastructure, and two associated underground storage facilities, reflecting a significant step forward in advancing Europe's hydrogen infrastructure.

The Council of Ministers has approved the agreement granting provisional authorization to Enagás Infraestructuras de Hidrógeno for the development of European Projects of Common Interest (PCI) related to hydrogen networks. This authorization encompasses a comprehensive set of responsibilities, including the application for necessary approvals, construction, commissioning, operation, monitoring, and maintenance of the hydrogen transport and storage infrastructures designated as PCIs. This decision underscores a significant commitment to advancing hydrogen infrastructure across Europe, supporting the growth and integration of sustainable energy solutions.

In line with the Royal Decree-Law provisions, Enagás submitted a proposal on April 28 to the Directorate-General for Energy Policy and Mines for developing the Spanish hydrogen backbone infrastructure, outlining a ten-year plan. Additionally, the Royal Decree-Law grants Enagás the authority to represent Spain within the European Network of Network Operators for Hydrogen, enhancing its role in coordinating and advancing hydrogen network initiatives across Europe.

The Council of Ministers, at the recommendation of the Ministry for Ecological Transition and the Demographic Challenge (MITECO), has granted provisional authorization to Enagás for the development of the hydrogen backbone infrastructure. This decision is in line with European Regulation (EU) 2022/869, which outlines the authorization process for Projects of Common Interest (PCI), and is also supported by Royal Decree-Law 8/2023, ratified by Parliament. The Royal Decree-Law allows Enagás, through separate legal entities, to handle the full spectrum of functions including application, construction, commissioning, operation, monitoring, and maintenance of hydrogen networks. This strategic move facilitates the development of essential hydrogen infrastructure in Spain, ensuring compliance with both European and national regulatory standards.
